Make sure that in Emerald you've beaten the Elite 4 and have the National Pokedex. In Colloseum, make sure that the Mayor is defeated and the Trading Center in Phenac City is working. Go to the Bottom Floor of the Center in Collo. Take a Game Boy Advance to Gamecube Cord and connect the plug to Slot 4 in the Gamecube and connect the other part to your GBA. Now turn it on and you can begin Trading.
