Toxic (TM06) can be found in Fiery Path, beyond the boulder.

Sceptile: Keep Leaf blade and Earthquake, you may wanna replace False Swipe and Dig. Dragon Claw is nice, but there's also Return and Aerial Ace if you want. Salamence: Drop Dragonbreath and Fly for Earthquake/Flamethrower/Brick Break/Fire Blast (though I don't recommend Fire Blast).

Electrode: I'm only not comfortable with Rollout, but otherwise, it's a nice moveset. But for other options, you can try Thunderdancing (Rain Dance + Thunder), but it's not really that good in-game.

Latios appears randomly in any route, so there isn't any guarantee.

EspeonDude_ answered:

1. Toxic can be gained from TM06, located at Fiery Path

2:

Sceptile is messed up. If you like Breeding, breed to get Leech Seed, Leaf Blade and Substitue(Move Tutor). The last move is up to you. I like Hidden Power[Ice] or Hidden Power[Fire] but that requires a lot of patience, so I'd say put something like Thunderpunch if you like going Special. But his movepool is pretty decent.

Salamence likes to Dragon Dance. Aerial Ace, Earthquake, Rock Slide and Dragon Dance are his best moves, once you Dragon Dance, nearly NOTHING will be fast enough to kill you.

Electrode likes to Explode and Thunderbolt, which you have. If you like being patient and getting Hidden Power[Ice] then getting something else. Electrode has base 66 Defense, or somewhere around those numbers. You can't do much, bring him in on Special Attackers and keep Mirror Coat. With his good speed you won't have problems surviving one Surf or something then exploding when you're through.

Latios doesn't appear in a specific spot, but he does appear around some boarders of Mauville on occasion. Just jump around Hoenn by foot(no running).

Hope this helps.

These are the moves you should teach them.

Lvl.63 sceptile-solerbeam,leafblade,slam,earthquake
Lvl.62 salamence-dragonclaw,famethrower,fly,crunch
Lvl.62 electrode-thunderbolt,explosion,rollout,thunder

Buy the way they are only sugestions.

shadow333 answered:

1) Toxic I can't remember.
2) Sceptile should have leaf Blade, Thunder punch, Crunch, dragon claw
Salamance : Earthquake, rock slide, Aerial Ace and Fire blast
Electrode is okay.

3) Latios appears in place you wouldn't think it would: in my emerald I found it in the desert

cyber_john3000 answered:

You'll find toxic somewhere in the game...

Sceptile: Earthquake, Leaf Blade,Rock slide, Aerial Ace/Dragon Dance/Sword Dance

Salamance: Aerial Ace,Rock Slide,Dragon Dance and Flamthrower

Electrode: I'm no expert to him...so he's fine not but he's still a crap pokemon.

Random place's...mostly in the Water.,

Cooltrainer Kevin answered:

TM06 Toxic can be found in the Fiery Path. Bring a PKMN that knows strength. There's also a Fire Stone in there too.

For your Sceptile, Dig and Earthquake seem like overkill. 2 ground moves like that is wasted on a grass pokemon. False Swipe is great, and so is LeafBlade. Dragon Claw or Secret power are good moves.

The other two Pokemon have GREAT moves, if you want accuracy, give electrode Shockwave, so he'll have a move that'll never miss.
