Mudkip, or Torchic.
You get surf in the house next to the Petalberg Gym, after you beat Norman.

You get Surf after defeating your father in Petalburg's Gym.
The best starter is Mudkip, but all three Hoenn starters are really good so pick any one of them.

Beat Norman (5th gym) and wally's dad should give you surf.
As for starter, each have their good points but I usually go with treeko as it fits my style.

The best starter is mudkip because it learns ground attacks as it evolves. Swampert(THIRD FORM) learns ice beam which adds an advantade against dragon Pokemon also. A level 100 Swampert has an aqdvantage against the following types:
Electric(a huge sigh of relief)
Dragon(another sigh of relief)
Fire
Rock
Ground
Poison
Flying
To get surf beat Norman(Petalburg gym,your dad)and he will say that Wally's grandfather has something to give you and he gives you surf
