nintendo_dude answered:

It cannot be found normally. To access it you must either download it from a Nintendo Event, or use a cheating device (I advise Action Replay). Unfortunately these are the only ways. Sorry dude.

Master Volthawk answered:

It is not found in the game itself. You must use a GameShark or Action Replay code, or wait for a Nintendo Event, which you shouldn't count on, so use a GS/AR code to get it.

cyber_john3000 answered:

It's a ticket that take's you to the resting place of Mew. You can get it either cheat device's like Action Replay,Gameshark,Code Breaker,Xplouder etc. Or by going to Nintendo Event's which is currently held in america

david_banner answered:

Well as of right now it's in the form of some binary digits in an action replay somewhere. You can get it by purchasing one from wal-mart or EB games, typing in a few buttons, and presto. Would people please stop asking such dumb questions, it doesnt take that long to read 15 questions to see yours has been answered 12 times already rather then wait 2 days to see that someone gave you the same answer.
