He's at the Sky Pillar, near Pacifidlog town, theres one mission where you have to wake him, after waking him he will calm kyogre and groudon, after that he will go back to the Sky Pillar and you MUST bring the mach bike in order to get pass the cracks on the floor. Rayquaza is level 70 so you must bring atleast a level 50 Pokemon with ice type attacks if you want to beat him and catch him. Bring a lot of ultra balls and timere balls if you want to catch him.
Hope that helps you. If your still stuck email and I will help you out.
The Legendary Green Dragon, named Rayquaza, is in the Sky Pillar. The Sky Pillar is on Route 131. You'll need to go there after entering the Cave of Origin in Sootopolis City. You get to the Sky Pillar by Surfing to Pacifidlog Town, and up at the top of the screen, there should be an opening in the rocks. The Sky Pillar is there.
If you mean rayquaza beat the Pokemon leauge the go to pocifilog surf east then you will see the sky pillar but you need a mach bike when you get to the top you will find rayquaza he is at level.70 so bring alot of ultra balls.
You get him at the sky pillar after beating the elite 4 he will be at very top you will need the fast bike
