In Emerald, it is. After you defeat the Elite 4, go to the Weather institute on Rte. 119 to find out where the caves for Kyogre or Groudon will be.

Of course it is! Lileep (root fosill) and Anorith (claw fosill) can be traded back and fourth a number of times. It just depends if the person you are trading with picked up a different fosill than you did.
