Accuracy isnt a base stat, so it can't be raised. Try using moves that have a high accuracy. Moves like hydro pump, fire blast, and thunder have vey bad accuracy. Worst of all are fissure and sheer cold.

Well, as the name implies, X Accuracy will help for a specific battle, if that's your problem. A Scope-Lens will help you score critical hits, though, that may help a bit.
