Can you clone regular Pokemon and get a shiny version of it?

No. You can clone shiny one's,normal one or wierd one's which ever you prefer.
I don't think so, but if it's possible the chances are around 8623 to 1.

You can breed and you'll have 1 in about 8,000 or somewhere around that number that a chance a shiney Pokemon will come out of an egg.
No, I don't think so. If you think about it all you're doing is getting 2 of the same pokemon. The real question is, "Will my Pokemon still be shiny if I clone it?" But even for that, it's the same answer as above.
You can clone regular pok�mon, and even shiny pok�mon, but not take a regular one and turn it shiny.
