It's basically a remix of the battle tower, and it is also located on an island.
However, it's a combination of 7, not 1, battle areas where the best of the best of the elite of trainers go. Obtaining the silver and gold symbols from each area is part of beating the game 100%.
You have access to the battle frontier by beating the E4 and meeting Scott on the S.S.Anne or whatever it's called. He'll tell you about it and once you get off the ship and get back on, if you look at the choices you have, Battle Frontier is one of them.

It's a facility with 8 battle areas to battle in, each with a different way of fighting. You can only access it after you conquer the Pokemon league.

Its a gigantic place with various building with various battle games and many other useful things scattered about. You are able to access it after you have beaten the elite 4. It presents a far greater challenge then the rest of the story mode. Its probably at least twice as big as lilycove (the biggest city). And each building has it's own style with a 'boss' called a brain after you defeat a certain number of AI controlled trainers. Its a good time with unlimited move tutors and such, youll enjoy it when you get there.
