You can catch relicanth on routes 124 and 126. Just dive under the water and search in the seaweed, but it is rare, so don't expect to find it staight away. I've found that a good spot is the seaweed outisde the enterance to the sootopolis cave.

Pretty soon out of mossdeep on the south side of the trail there will be a small square patch of deep water. I have found more relicanths there than anywhere else. When you get down it is alot bigger.
