First of all you have to catch Feebas. I've given lots of people advice on catching Feebas in the past, but here it goes again.
You can catch Feebas in the water along route 119, with a super rod (other rods
Might work, I'm not sure). It doesn't nessisarily matter whether you surf and fish, stay on the side, or how many times you fish or what tile you fish on. Its totally random. I did none of these complicated tecniques when I caught my first Feebas some years ago in Sapphire, so you don't need to worry about all that stuff people may tell you. Feebas is rare, so like hunting for other rare Pokemon, you have to be persistant and patient. There is a roumor though that if you go to Dewford and change the popular phrase to, "Natural Flowers" or "Mudkip Ball", then it gives you a better chance of finding it. So give the phrases a try, and just keep trying is my advice to you, you'll eventually get one. Once you do get one, the only way to evolve it into Milotic is by giving it pokeblocks so that it's beauty reaches the max. When your Feebas is beautiful enough make it grow one level and it will evolve into a beautiful Milotic!

To get a milotic you first get a feebas.then give the feebas good blue or indigo berries. Make sure the feebas's nature isnt adament,or calm anything else will work.then once it's buety meter is full lvl it up then itll evolve.
