Question for Pokemon Emerald

I am currently EV training an Electabuzz right now. I have battled Special Attack Pok'emon with it to gain more Special Attack EV's. One day, I decided to see if I had maxed out my EV's and talked to the girl right next to the energy guru in Slateport. Turns out I still have more EV's to go, so I decided to see how much I had left by purchasing Calcium(or whatever vitamin it is that increases Sp.Atk.). It had no effect. I tried boosting speed and attack, which I am sure I have raised to where I want them to be. No effect. I tried boosting Defense & Sp.Def, and even HP. They worked.
My question is, are my EV's in Sp.Atk maxed out already? And if they are, which stat should I raise until I can get an Effort Ribbon?(Meaning limit of EV's per Pok'emon are maxed out.)

By the way, if it helps, here is my Pok'emon...
Lv:45 Electabuzz-Hasty Nature-Static Ability-Macho Brace
HP:127 Sp.Atk:112
Attack:99 Sp.Def:81
Defense:61 Speed:136

Try to level your Electabuzz up more.

The problem is that you can only use the stat boosting items a certain amount of times and also by a certain level, it may be too late to do it that way.You can however, still EV train, just keep doing and it should raise the desired stat. As you already know, battle the Pokemon with a good ~in your case~ Special Attack Stat.

Level your electabuzz by 60 and she will give you the effort ribbon.
