Maybe, go look in the cheat selection for this game or google the cheat codes..
If you have a kadabras tha knows trick, go to the waterfall near ever grand city and find some will luvdisc and use the move trick, that will take the foe's item and switch with each other.
Snorlax learn covet that takes the foe's item too
Tm thief is a dark type move the takes the item of the foe.

No there isnt but you can teach a Pokemon theif( I suggest tentacruel) and then go to ever grande city before the Pokemon league use your super rod in the water near there find luvdiscs and use theif on them.

Go to ever grand city and fish for luvdisk and use theif and steal heart scales from them it's 9/10 chance for getting one or you can catch a lot of them and take the scales.
