Relicanth is found on underwater routes 126 and 124 in the seaweed. Be patient, as he is very rare.

Dive underwater near Mossdeep. Search in the seaweed and you may find one. They are rare.

In Sootopolis go dive at the entrance and go in the seaweed. Relicanth will appear eventually

Go in the sea weed under water,near the place where the 8th gym leader lives.

Go near Mossdeep and dive under water where there is grass(seaweed) and that is where you catch relicanth.
