2. Use a Wailmwer Pail on it then capture it in battle.

Yes the wiggly tree is Sudowoodo.
Water it with the Wailmer Pail you should have got from the flower shop at the start of the game. It will attack you, and is at level 40. It is alos the only one in the game! If you catch it, you can breed it, and then transfer it onto Sapphire, Ruby, LG or FR.

Yes the tree is a sudowoodo and to get rid of it you use the wailmer pail

D. Surf down the path. It leads to a cave where you find Smeargle.
