I would rate it a 10 but get new attack for kyogre.

10/10 give Kyogre thunderbolt or thunder in place of water pulse or ice beam.

Ok I would try not to have the same types of move on a pokemon... Sceptile- I would try to replace atleast one of his grass moves for something else... Maybe hidden power or aerial ace or leech seed

Torkoal- I am pretty sure overheat still sharply reduces his special attack. White smoke only works when an opponent tries to reduce your sp. Attack. But I probably would still keep Overheat and maybe give him rock slide and maybe explosion...

Manetric- I would maybe add thunder wave and maybe hidden power or crunch... (You must breed to get crunch)

Kyogre- Calm mind, Thunder(never misses with drizzle in effect), Ice Beam, and Surf is pretty much the best moveset for him... That is pretty much what everyone says to go with...

Groudon- Swords dance is a must!! His attack is way better than his sp. Att. So I would keep Fire Blast or maybe Overheat but get rid of the other fire moves and maybe add Rock Slide for him if you can...

Rayquazza- The only time Hyper Beam is good is if you have a Slaking so I would atleast get rid of that... I would try Dragon Dance, dragon claw, Earthquake, and a sp. Attack like ice beam or thunderbolt...

I would probably just give all your Pokemon leftovers too because that is more important than a 10% raise in a certain type of attack I think... So I would probably give your team overall a 7 or so out of 10...
