Breed a Marill or Azumarill with a Sea Incense attached. The Marill or Azumarill must be female if breeding with a Pok�mon other than Ditto.

Easy, just get two azumarill's (male and female) give one a sea inessence

Get a male and female Marill, then attatch the Sea Insense to one of them and stick them in the day care centre together.

Get sea insence from Mt.Pyre... Breed a Marill with a Marill, And make the female hold the item.
