Diglett and Trapinch. You can also get the TM in the digger-dude's house. I forgot his name. I think it's like "the fossil maniac." Anyway he's by the town that is by the cave that you catch Lunatone and Solrock. Sorry I forget the names. I actually haven't played my Emerald game for a while.

Not sure about any of the Pokemon but go to Fallarbor Town and go to the last house walking left. Inside ethier in the boy in the tunnel gives you dig or the boy standing the house around the hole.

Go to fallabar town, and go to the fossil maniacs house. There should be a little girl. Talk to her and she'll give it to you.
