You get it off some guy on your way to battle out Giovanni,the Team Rocket leader,in some sort of buliding,but the bad news is thats in Saffron City,in Fire Red.

You could also use a cheating device like Action replay. Look for the codes in the AR section of this game.

If you want a lapras in Pokemon emerald you will have to trade from Pokemon fr.
However, if this is not possible for you, you can replace lapras with walrein, which has the same typing and has better defense, Sp.atk and speed. You can find sealeo in shoal cave and he/she evolves at lvl 32 nad again at lvl 44 and then you will have basically lapras.
