In the Underground Pass or something like that. It's found in the Fossil Maniac's house on route 114.

It's in the desert underpass which will open once your beat the elite four there around lvl 40-45 probably

Route 114 at the Fossil Maniac's house in the back at the tunnel where the Underpass is after the E4. 
P.S. The fossil that you didn't choose at the Mirage tower will be found at the end of the very long tunnel.
