Can you guys tell me who scot is?
The dude with glases who talks to you in petalbur city for the first time and says '' you must be a rooki trainer sorry to HAVE WASTED YOUR TIME.
What does he do in this game?

Because you have not got the four badges before you can face the petalburg gym he has no advice to offer you

Scott is just a guy that goes around looking for good trainers.
As you get further into the game he will become more impressed with you.
And when you beat the elite 4 he will allow you to go to the battle frontier.

He dosen't battle you in the game. All he does is give you advise about stuff.
He's looking for powerful trainers and when you beat the elite four, he'll invite you to his home, THE BATTLE FRONTIER.
And whenever you get a symbol {i never got one yet} he'll give you something.

Well, later in the game, he'll introduce you to a place called the Battle Frontier.

Later in the game after you defeated the Champion he will let you go to a new place called "The Battle Frontier".
