I think the only way to get volt tackle is action replay, I stand cotrrected, but I also believe you can get it through breeding.

forget you answered:

We all know that it exists. Pichu learns Volt Tackle by breeding a female Pikachu/Raichu holding a LIGHT BALL, with a male Pikachu/Raichu/Ditto.

human_in_training answered:

Breed 2 Pikachu's 1 holding a light ball and your newly hatched pichu will have Volt Tackle

Jay2645 answered:

You have to have two Pikachus, a male and a female, in the day care, one holding a light ball. I beleive that serebii.net has that on there somewhere.

ultraball211 answered:

Occasionally, when you catch a Pikachu in the Safari Zone, it would hold a Light Ball.

Now you'll need 2 Pikachus or a Pikachu and a Ditto. Give the Pikachu (or if 2 Pikachus, one of them) the Light Ball.

Get the egg, walk around a bit until the egg hatches. Your Pichu will have Volt Tackle.

Breed a female pikachu holding light ball with male pikachu.
To get the light ball a pikachu holds it.

I hope this helps!

Cross Stinger answered:

Only if a Pichu is hatched from a Pikachu with a Light Ball attached will it know Volt Tackle.
