Where do you catch feebas I can't get it do you use a rod or surf for it where is it how to get it and how long will it take please someone help me !

Both. The space in which you have to fish changes each time the trendy saying in Dewford changes. It'll be the same as your friend's after you mix records.

Surf on route 119 and fish feebas only appears on 6 tiles it will take you from 1 minute to 1 hour

You use a rod anywhere on route 119, they are very rare so keep looking.

ROUTE 119. OLD ROD. The river, search all tiles two times. It will take some time.

This can get very difficult, as I had quite some trouble getting mine too. To obtain Feebas, visit the route west of Fortree City, where the weather institute is located. The way you find Feebas is completley random; he appears on six random tiles on that route in the water. To make sure you hit every spot, start from the bottom of the route and on every tile you surf on, use a rod until you run into five Pok'emon. If you do not find Feebas, surf into the next tile and try again. This will take a while, so be patient. Once you have caught Feebas, remember that spot. You might want to go back and get another one.
The six random tiles are automatically rearranged everytime you tell the Berry Master's wife a different phrase. If you can't find Feebas, go to her and give her a phrase to randomly place the Feebas tiles on again.

Ok I've given lots of people advice on catching Feebas in the past, maybe you should look at the older questions fist before asking. But here it goes again. You can catch Feebas in the water along route 119, with a super rod (other rods might work, I'm not sure). It doesn't nessisarily matter whether you surf and fish, stay on the side, or how many times you fish or what tile you fish on. IT'S TOTALLY RANDOM. I did none of these complicated tecniques when I caught my first Feebas some years ago in Sapphire. Feebas is rare, so like hunting for other rare Pokemon, you have to be persistant and patient. There is a roumor though that if you go to Dewford and change the popular phrase to, "Natural Flowers" or "Mudkip Ball", then it gives you a better chance of finding it. It has nothing to do with the berry mater's wife, the only reason you can say things to her is that if you say a special saying she will give you a rare berry. Blind Kid was probably confused with the dude in Dewford. So give the phrases a try, and just keep trying is my advice to you, you'll eventually get one.

all rod should do but what i know Feebas appear more often on water edges or stone edges

All it matters is luck! There are 400 tiles and only six of them contain Feebas. Unluckily, every time I hunt for it, I never find it even after checking all 400 and waiting for 5 wild Pokemon to appear. For you it might take hours for me, it will take YEARS.
