How do you catch feebas? Do you surf or fish? Anyone got any tips?

You need to fish and surf on route 119 as it only appears on six tiles
You have to Surf whilst fishing, and you can only fish in randomly selected squares.
1. You can get Feebas on route 119.
2. You have to surf AND fish at the same time, using a good rod.
3. I can only say that you can try to change the popular phrase in Dewford Town to "Outrage Ally". All I know is that, theoretically, Feebas on the water tiles on route 119 will become more common... That's how the rumor is, at least.
I'm not sure if this works in Emerald, but it does in Ruby and Sapphire. Get a super rod for this.
Feebas only live in one area, the river along Route 119. More specifically, they only live in 6 randomized tiles in the river, which spreads from near Fortree City, to the place next to Mauville that you have to surf across to get to the East of Hoenn. And what's better, is that the tiles are relocated every time you change the Trendy Saying in Dewford. This is how I found my ugly beauties:
Take your rod and go to the Northernmost accesable part of the river on the left most water tile and fish to your right(more explained below). Once your finished with that tile, go to the next one to the right and fish to the right, and so on and so forth. When you reach the shore, turn down and fish, then turn left and fish, so your pathway works like this:

Do this until you find a Feebas tile. But here's the time-consuming catch, you need to do each tile 5 TIMES!!! And not just dunking your rod in 5 times, you have to pull up 5 Pokemon for each tile! Because even though you might be on a tile that contains Feebas, you can still find other Pokemon on those tiles too. So this is a perfect project on a road trip when you have nothing else to do. It's very long and boring. Have fun. L:-l
Oh yeah, I'm not quite sure, but the day/night when-Pokemon-are-out thing might affect whether the Feebas are out too...
By fishing. Try every single place you can at the river on ROUTE 119 at least twice. There will be six random tiles that you will catch feebas. Changing every game.

To catch a Feebas use an old rod.You can change the location of Feebas by changing the saying in Dewford Town.Fish and pull out three Pokemon on each tile. It can take two or three hours to find a Feebas.

As far as I know, you cannot get a Feebas while surfing-at least I never have, and I know all 6 spots and have gotten them in Ruby, Sapphire and Emerald, but always by fishing from land! I could be mistaken, but since the only places he'll ever be accesible from can be reached from land, why surf??(Except to get to an area on land to fish from!)
Also, use the Super Rod, or at least the Good Rod-I'm pretty sure the Old Rod won't work at all. Best luck with the Super, though, in my opinion!
I got fee as in a different way!
I first stole a Milotic from battle factory(I am not sure), and breeded it with a ditto to feta feebas egg!
