Question for Pokemon Emerald
It's a question about EV's. EV's determine how much your pokemon's stats increase when it levels up. A Chansey is generally weak in the Att. And Def. Stats.
Probably a good place to raise those stats would be in Petalburg Woods fighting Poochyenas, Silcoons and Cascoons, although it is not the best place.
I'm trying to raise a Chansey too so a VALID answer would be appreciated.

Well I would raise it in a place that is not full of powerful wild Pokemon I woiuld raise a Pokemon in an area that has the same level wild poemon as the Pokemon you are trying to raise. Also if that does not get your attack and stuff like thatup use protiens and carbos and other stat rasing items

What ever level Pokemon it you should compare it with the Pokemon in the wild. Levels go higher from left to right.

Well,what I do is go to the ENERGY GURU in Slateport,and buy some items off him,as they raise the base stats for Pokemon,so if you want to raise ATT and DEF,this is a helpful way.it is helpful to battle in Petalburg Woods,even if it's not the best place,it still raises those all important stats.

I'd suggest using an exp share, just to raise your Chansey's level up. Once it is strong enough, go to anywhere with Pokemon at least 7 levels weaker than your Chansey. Train here for a while untill you are at a fairly high level, then attempt some areas where there are strong Pokemon, for example victory road. Evantually your Chansey will be strong enough for the Elite Four, and eventually will be on a very high level.
