Well you have to buy 99 max reples and go around the hoen regoen and you will have it but you will need wabbbafuet or else it will fled on your next turn but if you have a master ball.... I have both I caught latias with that teqnuiqe and I got latios from some one.
Well, of all the times I've played this game, I always found it by accident on the 2 routes by fortree town. It might be just a coincidence though.
I always find Latias by Lily Cove city, on the west side of it. Look in the grass
Allright, go to a town on the end of the map(Pacifidlog Town works most of the time). Fly to Mauville City(Spelling?) and check your Pokedex, it might be on one of the routes directly east or west of the city. If not, then keep walking out and back in to the city. When it is on one of those routes,go to it. It will move to the route on the opposite side of the city. Go back into the city, it will be bak on the route opposite where you are going. Although it will say that it is on the opposite route, keep heading to the route opposite the Lati',(if it is on the west side, you go to the east side and vice-versa) now, it should be on the route you are on. Good luck catching it.
PS. I have gotten the Lati' this way on Ruby, Saphire and Emerald( it may just be coincidence but I think it works)
Hope I helped
