No you don't gotta beat the Elite 4. Just get a Relicanth an' a Wailord, then find a secret Dive spot to the left of Pacifidlog city with all the currents. Once you find it, make sure either Relicanth or Wailord is in front and back. Find the braile and click it. If nothing happens, switch around who's in front, then back. The doors to the Regi's should then open.

No. You just have to do that thing outside of pacifidlog. You have to know dive. Dang I forget what it's called.

No you don't need to beat the elite four.
1. All you need is a wailmer and a relicanth wailord in last and relicanth up front.
2. Last just get a Pokemon who knows dig,surf,fly,strength, and dive
K go to paciflog town and surf south west.
Keep going along the water speed ways until you eihter get to or pass the deep area of water...
Dive deep and go to the end of the cavern go in front of the writing and surface...
Go to the back and use dig in the center of the wall
Go into the cave that apears and (with wailord in back and relicanth up front) go to the writing and click *A*.
After the earthquake fly to lilycove and head as south west as possile until you run into the berry patch go up and through the bushes and you will see a hole in a rock.
Go in and use fly in the center of a room
Regirock is easy "I got it with one ultra"
Fly to dewford and get as far north west as possible until you come to an island.
Head west over the islands until you can move north
There will be a simler rock
Go in and go to the criptic writing
Wait for about 30sec-1min until a hole will appear
Regice is the hardest to get
Last fly to laveridge and head east into the desert (route 111)
Head south until yet again a rock.
Go in and go to the writing and go 2 down and 2 right and use strength
Regirock is the strongest regice the best spc att and registeel the best all around def(spc def)
