Beat your father and obtain the fifth badge. Wally's father automatically gives it to you.

Right after you beat your dad (which is your fifth gym badge you get)Wally's Dad wil come over to the gym and ask your dad if he can borrow you for a second then you're at wall's old house and he will say something about wally and he will then say this is not a bribe or anything but i'd like you to have this then he will give you the Hm-Surf.

You get the HMSurf from Wally's parents in Petalburg city after you beat your dad at the gym.

After you beat norman wallys dad will call your dad (norman) and tell you too meet him at wallys house, then wallys dad will give you the HM surf

You get the HM surf from Leader Norman when you defeat him in I think it was the fifth gym.
