Celebi you can get by the cheat codes only.
Jirachi as well, but there was some wacked up way to get him too but I don't remember...
Check the AR codes section in this site under Emerald for those codes. This is where I got mine and they work well until I messed with them. Now they don't...

You can get celebi and jirachi from action replay. For the codes go to the codes section of supercheats.
