Jirachi: You need to download it from Pokemon Channel on Gamecube when it wants to play with you, but you have to download it onto Ruby or sapphire then to emarald
Celebi:You need a gameshark or action replay

Can't get celiby or jirachi unless you have a game shark code or a action replay code.

Jirachi: Use Bonus Disc from pre-ordered Pokemon Colloseum.
Celebii: You can only cheat. I repeat, ONLY cheat.

You need to use action replay to get them, or trade with a friend who has them.
