Yes it is normal but only on Emerald, as Rayquaza is the game's main legendary Pokemon.

It is normal because a lot of people have caught raquaza without beating the E4

It is completely normal, even though I find it way to easy to be able to use a lv. 70 rayquaza to beat the elite four. I did it and I was happy that it was easy to beat the game this way.
