You can trade them off Ruby/ Sapphire if you did the moon thing for Jirachi or the ticket thing for Deoxys.

Jirachi - bonus disc on Pokemon colloseum for preordering it.
Deoxys - ticket given out in Pokemon rocks america event.

Do you mean without instead of with houd?
It's kinda confusing. To get them without an AR code, go to a Nintendo Event with your game and go to that machine thing and select the Aurora Ticket that leads you to Birth Island where Deoxys is. To get Jirachi, you must trade it from Sapphire or Ruby.
People say that you can get it in Emerald by using that extra bonus disc- NO! I and many others have tried, and it didn't work. There is no other way. Rate this answer.
