I havnt ever rated a team before,but the advice I can give ya is the champ`s highest is milotic lv.58,and alot of other water pkmn over 50,so catch rayquaza before you enter the elite four and raise some levels,and I would also reccomend a high electric for the champ.
Yes you can catch groudon kyogre and your choice of latios latias,but you can catch rayquaza at the sky pillar before the elite four.

Before you beat the Elite 4 you can get all the legendaries.
I'd give your team 5/10. It has potential, but needs better move sets and a gew monster changes.

Swampert- I don't think Dynamic Punch or Take Down are the best choices for moves. You should probably put surf on Swampert.
Mightyena- Definately get rid of Rock Smash.
Linoone- Get rid of cut.
Ludicolo- Absorb is a little weak.
Dustox- Moves are ok.
Gardevior- Get rid of Flash.
Note: I noticed, all of your Pokemon are Pokemon you can catch at the WAY beginning of the game. I highly reccomend you try to switch around some of the weaker Pokemon (Dustox), with a "better" pokemon. You may also want to vary the type range of your Pokemon a bit more.
Example: Your Pokemon cover the types water, ground, grass, bug (weak), psychic, normal, and dark.
The reccomended types are fire (do not have), fighting (do not have), water, ice (do not have), ground, and electric (do not have).
I believe you will have a pretty hard time with the elite four, but you can still beat them.
Rating: Swampert- 10 - 2 for low level, 1 for not so great moves = 7
Mightyena- 10 - 1 for low level, .5 for type, 1 for a not so great move = 7.5
Linoone- 10 - 1 for low level, .5 for type, 2 for ot so great moves = 6.5
Ludicolo- 10 - 1 for low level, 1 for not so great move = 8
Dustox- 10 - 1 for low level, 1 for type = 8
Gardevior- 10 - 1 for low level, 1 for the move Flash = 8
Final Average- 7.5 - 2 for no type variation and all low levels = 5.5/10
About the other question. You should have already had a chance to catch Kyogre if you are at Victory Road. If you didn't catch him, you missed your chance. You can still try to catch Rayquaza and Latias though.

Swampert(Sky Blue)=4.5/10
Suggestions: You should never use Dynamicpunch on a Pokemon without Mind Reader/Lock On. It's too inaccurate and can cost your life if it misses, when you could have Rested and stalled for at least another three turns. Replace this move with Curse, switch in Muddy Water for Counter, keep Earthquake, and for your final move, Surf instead of Take Down. Recoil damage is NOT GOOD.
Mightyena(Snoopy)=5/10
Suggestions: Better than your last Pokemon, but requires changes. Don't be fooled by Crunch-it's actually not a very recommended move for Mightyena. The Pokemon itself can be useful, but it's meant to use physical moves. If you can, swap this one for a Houndoom. In the meantime, Aerial Ace, Hidden Power(psychic), Facade, Toxic. I don't know, Mightyena isn't that good.
Linoone(Bugsy)=3/10
Suggestions: I can see you're trying to be strategic with Surf, but it's not a suitable Linoone move. Neither is Cut, nor Headbutt and Double-Edge. Try Aerial Ace, Facade, Ice Beam, and Flamethrower. It's a wannabe sweeper, and there isn't much we can do about it, sorry :(
Ludicolo(Sly)=3.5/10
Suggestions: Don't use two or more of the same-type attack bonus, or STAB. It's not good, as it shortens your pokemon's competitivity. Diving is only good if you have Hail or Toxic, but I'm not fond of Ludicolo being an annoyer. It has potential as a battler, if you boost Swift Swim with Rain Dance, then sweep with Surf and Ice Beam. Mega/Giga Drain wouldn't be too bad either.
Dustox=4.5/10
Suggestions: You're close here. Dustox is good with Aerial Ace, so drop Facade, Silver Wind can stay, along with Toxic, and Psybeam is out for Psychic. It's not an exact sweeper itself, but the best we can do.
Gardevoir(Terminator)=5/10
Suggestions: Almost a terminator, would have been with a few improvements. Firstly, get Calm Mind in that set. Thunderbolt is good to go, and Psychic is also good. Ice Beam should be in here, why isn't it? Anyhow, there you have it, your own sweeping Gardevoir.
Overall Rating=4.5/10
The team is on its way, but I noticed some move mistakes, some of which could be fatal for your pokemon. I would understand that you're an average gamer just like us, and you've been using the Pokemon you caught at the beginning of the game. There's no problem with that, only consider swapping later on for the Battle Frontier.
Answer to asked question: Yes, you can get them when you beat the Pokemon league, in fact, if you go to the Sky Pillar now, you can get Rayquaza before the Elite Four, that can help you out there a lot![]()
I'm not too sure about what it's worth but probably a 6/10. Get their levels up to about 55 so it won't be really hard to beat the elite 4. You can catch rayquaza before you beat the elite 4 but you can only catch groudon and kyogre after the elite 4. You can also try to find latios or latias after the elite 4 and you can get a beldum at Steven's house after the elite 4.
You totally need lv 60 Pokemon & if you did not catch the legendary Pokemon at the time you will never get a chance again.
I'm sorry but your team kind of sucks. After you beat the Pokemon league you cannot catch Kyogre, Groudon, or Rayquaza. You catch them before the Pokemon League but I'm not sure.
But to make sure go to the Weater Institute and if they say that their is a drout or it is raining a lot or somrthing dealing with weather than go to the place that they tell you it is at and hurry because they move around.
Make sure after you catch one go back to the Institute so they can tell you where the other one is. As for Rayquaza just check in the Sky pillar.

Your team is quite good, but with that team you'll get demolished by the league. I suggest you train them all up to around level 55.

Umm, I'd be suprised if you defeated the elite4 and your kinda missed out out on RayQuaza you get that before the elite4 but you get Groudon and Kyogre after.
To get them go to the weather place and they will say something about a kind of weather in a route go to that route to get Kyogre then once you get Kyogre go back to the weather place and get the location of Groudon and catch him (he's one of my favourite Pokemon). REMEMBER you can only get those two Pokemon AFTER the Elite4
