Ok, I answered this A LOT of times. Go up the waterfall, up the stairs, go north and up those stairs, pass the old couple and dragon tamer, go down those ledges all the way to the left, go down those stairs, surf and go into the first "cave" (the doors on those plots of land) you see.
Surf up and you should see an item *TM 02, dragon claw*. Pick it up and run around where you are. You shoud eventually run into a Bagon. Rate this answer.

You get it in meteor falls. You need waterfall and surf to get to the room it's in. The room is very small and there's a TM on the other side of the water.
