How do you get to Kyogre for the first time (In order to beat the SOOTOPLUS gym) Please answer ASAP.

You can only get Kyogre before you get the 8th badge in SAPPHIRE. In Emerald, you can catch Rayquaza before you get the 8th badge.
But, to get Kyogre, you must beat the Elite Four, go to the Weather Institute.
Talk to the leading scientist, go to where the drought is, beat/catch Groudon, go back to the Weather Institute, talk to that scientist, and go to where the heavy rainfall is.
That route is where Kyogre is. No matter what, you have to use dive in a certain diving area, so don't look around for any caves on water.
