Question for Pokemon Emerald

I have a few here:

1.In Sootopolis city there is an old man in a house and there are three trees blocking a staircase (these trees can't be cut down).

2.I'm hearing about tickets like the mystic ticket and the auroura ticket, how do I get them?

3. How do I get Latias or Latios? Because every time I beat the Elite 4 First thing I do is watch the T.V. Downstairs. Mom never asks me anything!

I tried everything! I need these answers ASAP!!!!!!!!!!!!!!!!

This is my first submission in months.. I hope I don't mess it up. Smile
1) I've heard that this can only be passed if you have an E-Reader. Apparently it's like the old Trainer House in Viridian, you go in and battle certain trainers. I've never done it, so I can't go into too much detail.
2)You could have gotten them at a Nintendo Event like Pok�mon Rocks America, but they aren't active anymore. 3)Hmmm... I don't know. I think on Emerald it's like a commercial - you never know when it'll show up. Your best bet is probably to keep trying.
