Question for Pokemon Emerald

Hi Pokemaster796 here(well actually I'm not being a master right now)but I was wondering when you absolutely thrash steven are you aloud to verse him more then 1 time because I've beaten the elite four 200 times and he still doesnt want to battle me for the second time
