I believe that this can only be achieved through breeding the special moves to a specific pokemon. One solution could be to breed a female Lapras who knows Sheer Cold and a male Masqeurain who knows the move Mind Reader.

Since the two Pokemon are compatible, it is a small possibility that you could end up with a Lv5 Lapras who would know Mind Reader and Sheer Cold. You see, the move "Lock On" is a rare move that only seems to be learnable by basic mineral Pokemon (for example: Registeel, Magneton, Regice, and Regirock).

Co-incidentally though, the move "Mind Reader" has the same effects as Lock On and can be taught through the breeding process.

I don't think there is a move like that. All the one hit KOs I know of are very in-effective.
