Hey Altaria-I like your style-ask if you want the right answer!!
OK, she's in the PokeCenter, sitting in the same place the crazy dude sits in Mauville PokeCenter, but she may NOT be the Question lady...until you mix records with another Emerald game. She can also be the Favor lady(she wants something slippery, shiny, etc.)or the Contest lady(she wants a particular flavor pokeblock for her contest pokemon), but if you do what she asks, she'll give you something for it(Favor lady)or give you a shout out after she wins the contest(Contest lady). BUT, if you mix records, she and the Mauville guy will switch in you and your friend's games!(mix again to switch back)or if you mix with R/S, just the Mauville guy will change, as far as I can tell.(Also, it'll mention you both on TV and put your secret bases in each other's games).
If you can't figure out what to give her, just write which one she is and what she's saying, and I'll let you know(or one of the other great members here at SC will!!)
