I'm not sure if you can catch Kanto Pokemon (other than the ones that are in the original Hoenn pokedex, but after you defeat the elite four, you should be able to acquire Johto Pokemon in the Safari Zone (I'm not sure if you need to have a certain amount of Pokemon in your pokedex, but I had about 70 at the time.

You can only catch a few of the johto and kanto pokemon. You can unlock a johto section in the Safari Zone after you beat the elite 4.

Jhoto ones can be caught in the Safari Zone area that opens after you beat the Elite 4, Sudowoodo & Smeargle in the Battle Frontier, and if you fill the Hoenn pokedex(except Jirachi and Deoxys)and go to Prof. Birch, he'll give you your choice of Jhoto starters. None really from Kanto, except the ones that were in R/S, too, but Dittos will appear in the Desert Underpass (fossil maniac's house) after you beat the Elite 4.

After the League, you can find Ditto in the Desert Underpass in the Fossil Maniac's House, you can find Smeargle in the Artisan Cave and Sudowoodo in the Battle Frontier, and you can find Remoraid, Octillery, Wooper, Quagsire, Gligar, Mareep, Hoothoot, Ledyba, Spinarak, Sunkern, Pineco, Houndour, Shuckle, Aipom, Stantler, and Miltank in a new area of the Safari Zone.

Yes you can if you cheat but if not you can't on others in safari zone.

You can catch a few Johto Pokemon in the Safari zone after completing the game, after completing the hoenn pokedex, you can choose a Johto starter, and you can catch a Ditto in the desert underpass, and you can catch Smeargle and Sudowoodo in the Battle Frontier, and there you can trade a Skitty for a Meowth
