Question for Pokemon Emerald

I was wondering if you could use a cheat code to raise your pokemons stats,and not to 999 and a little bit more than the stat raisers such as iron,protein and hp up,because they only raise the pokemon's stats 22-25 points,I was guessing to tweak the action replay codes that make them reach 999 points but I don't know a thing.I wanted to raise my Deoxys from 221HP to 251HP.Help me.aight
