You can only get the tickets or the old sea map by mixing records with anyone who already has them

What tickets & chart? Do you mean to get to Mew, Deoxys, etc.? I don't know, check in the cheats and user submitted cheats to find out. And you can find Seedot even before the Elite Four, find out where to find him by defeating a trainer with a Seedot and checking where to find him in the Pokedex.

Tickets(and the Old Sea Map)-the real ones that definitely work-can be obtained only at a Nintendo Event(if you can find one-or live in NYC), or you can try to use warp codes to get to the islands IF you have an Action Replay, (and maybe a gameshark-I don't have one so cannot say)and that will get you where the tickets would've. Personally, I've had no luck with ticket codes, but the warp ones work ok if you turn off the AR when you get there. These codes can be found in the AR section.
Seedot can be gotten via a trade with this guy in Rustboro(next to the gym), and they are RARE on Routes 102, 117, & 120, but can be found.
