Well, you can, but not a legal, official one without getting that Old Sea Map from a Nintendo Event(if you can find one to go to-their HQ is in NYC though, if you live nearby). If you have an AR or GS you can use a warp code to get to Faraway Island without that map and catch Mew that way(I did!!).
