Question for Pokemon Emerald

I have a weird question but i've heard something.

One guy said that if you get all gold symbols in Battle Frontier prof.Birch call you to choose one of the three KANTO starters!!
Is this thing true?Because I have to win just one Gold Badge from Arena.

P.S. I think not, because you can trade from LG/FR to E.

I don't think that's true, but he will give you a Johto starter when you complete your Hoenn Pok�dex.

No, you can't get a kanto starter from doing that, but you can get a johto starter from complting the hoenn dex

No this is not true. You can get one of the Johto starters, but only when you get all the Pokemon in the hoen dex.

That is kinda close. You can pick for anyone of the three Jhoto starters if you collect any 202 Pokemon in your Pokedex.

First of all, you get one of the JOHTO starters, and second of all, you get it when you have over 60 in your Hoenn Pokedex. All you get from getting all Gold Symbols is a Starf Berry.
