You get Deoxys on Birth Island after you use the Mystery Gift at a Nintendo event, in New York City. Go to Slateport/Lilycove, the man will say "Wow! That's an Aurora Ticket! Now this is rare. We will be happy to take you to Birth Island any time." or something like that. Do the little puzzle and Deoxys will appear at level 30.
Note: when you battle it, it will be in it's normal form. After you catch it, it will turn into the Speed form.

You can also get it at birth island, which is island9, but you need a ticket, which you can only get at a nintendo event.
