I don't know what anyone else is talking about, but I answered this a long time ago and it's amazing how it gets repeated incorrectly! It does have to do with the Trendy Phrase in Dewford, but that will merely change the location from one to another of the 6 spots, it's not a matter of WHAT the phrase is, just that changing it will change the location! The 6 spots are along the sides of Rt. 119, surfing will not get a Feebas! There's one at the top of the waterfall from the only place to fish from; two is at the bottom of the waterfall-on both sides where you can fish from; three is from where you'd end up if you came from Fortree City and kept going down until you reach water(there was an Elixir there), it's a small spot there; four is just downstream on the same side(east shore) where you come to an area where there are corners sticking out for you to fish from(but you cannot get there except to surf there); five is on the same side but further downstream past the 2nd waterfall and the Acro Bike bridge, near where the house with all the Wingulls and the kid who talks about FLY; and the sixth place is directly across from there to the other side(west side) of the stream, near the fisherman. Now, what this tells you is that you can try to find Feebas, and if you cannot, change the Dewford Trendy Saying and this will CHANGE the place, out of the 6 spots, where you can catch it at. I'd stick to one or two spots to fish in for at least 10-15 tries each spot(it's kind of rare, even with the correct spot), and if you have no luck, change the saying, then return and try again. It probably sounds harder than it really is, but once you catch one, it seems much easier to find him again. I hope this clears things up a bit! Good luck!!
