Question for Pokemon Emerald

I can't catch latias/latios I beat the e4 and I put red 4 the color thing and I have latias with 1 health point left and I throw ultra balls but it always gets away?

Get a faster Sableye with Mean Look, use Mean Look, and start shooting away. Buy about five so it doesn't use Struggle before you run out.

Use two or three Wobbuffet thats all it won't run away.

Put a Pokemon with mean look first in your party, then go and find latias. When you have found it (make sure you have plenty of ultra balls) use mean look (so it can not escape) and throw as many ultra balls untill you catch it.

Do what's suggested, but try some Timer Balls as well as Ultra Balls, as they might work better as the battle drags on, especially if you have it trapped with a Wobbuffet with Shadow Tag. Also, putting it to sleep should help alot, as well as paralyzing it(which will just slow it down, and give you possible first strike after),and giving your 1st Pokemon Quick Claw to increase chance of first strike also.
