Ditto is in the Desert Underpass, accessible from the Fossil Maniac's House after you defeat the Pok�mon League.

You can find it in the desert underpass. You can only get to the underpass after you beat the elite 4. It's in the fossil maniacs house on route 114. I don't know.

You find ditto in the fossil maniachs house after you beat the elite four, a hole appears in the back and you can catch lv. 35-46 ditto and wismur.
For the little girl I don't know.
