You use the OLD ROD to catch FEEBAS just start from one side and go to the other side.

You use any rod it doesn't matter!, they appear on 9 different tiles of water on route 119 these vary on the trendy saying on dewford so you just have to be lucky really. I changed the trendy saying to natural flowers and then fished right next to the fisherman that has a feebas. I used a GOOD ROD!

ak-47s rock answered:

1) You should try different spots because there are only six spots where you can catch it on route 119 and I'm not even sure if they're all on the shore.(The location will change when you change the trendy phrase in Dewford Town.)
2) Trade from Ruby or Sapphire

Hanna Shaikh answered:

Use a good rod. Make sure the saying in Dewford is natural flowers.

BBG_CREECAT answered:

I'd use the super rod to be safe. If you cannot find him in one area, switch to another one. As mentioned above, there's those 6 spots-including up the waterfall-that he may be in, and changing the Dewford town saying will move him. Also, I think if you trade records with someone else, the saying will be the same and so will the location of Feebas, so that might help. After I did it, he was in the southwest part near the fisherman in both games. I cannot be sure if the place will always be the same as that after trading records, but it might be worth a try.
P.S. You won't find him if you're fishing and surfing around! Only if you fish off of the sides. If you need more info on this, the 6 spots are detailed in another answer you can find if you go back a page or so in this section.
A Meditite can be caught only in Ruby or Sapphire. This goes for the evolution, Medicham, too. Sorry!
