Hi!
I don't think you can get larvitar in Emerald, only in Fire Red and Leaf Green.

As far as I can tell, NO. They can be obtained, for sure, in FR/LG on Island 7. I've caught them myself there. But I don't know of a place in Emerald, sorry. I'd give you one if I could.
